Payne Announces $52.6 Million in Homeland Security Grants to New Jersey
Newark, NJ – Congressman Donald M. Payne, Jr. (NJ-10) announced $52,632,855 in Homeland Security grants to benefit New Jersey, including Newark and Jersey City areas, which will receive $21,663,035 from the Urban Area Security Initiative (UASI) program.
“I am so pleased that northern New Jersey will receive even more in homeland security grants this year than it did in FY2012,” said Rep. Payne, Jr., Ranking Member of the Homeland Security Subcommittee on Emergency Preparedness, Response, and Communications. “These grants are essential to making New Jersey a safer place for families to live and work, and they are critical to bringing economic security to the state. Following Hurricane Sandy, it is clear that we need to invest more to prepare for disasters and mitigate casualties as well as reduce the economic damage that results from these tragedies. In my capacity on the Committee on Homeland Security, I will continue to fight to protect these grants and their funding levels in the future.”
The $52.6 million in funding will be provided in addition to the $50 billion in Hurricane Sandy relief that Rep. Payne, Jr. helped secure in the 112th Congress in January of this year. The homeland security grant breakdown is as follows:

The State Homeland Security Program (SHSP) will support the implementation of State homeland security strategies to address identified planning, organization, equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other catastrophic events.
The Urban Areas Security Initiative (UASI) program addresses the unique planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and assists them in building an enhanced and sustainable capacity to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.
The Emergency Management Performance Grants (EMPG) Program provides necessary direction, coordination, and guidance, and provides necessary assistance, so that a comprehensive emergency preparedness system exists amongst state, local, and tribal governments for all hazards.
The Urban Areas Security Initiative Nonprofit Security Grant Program (NSGP) provides support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack and located within one of the specific UASI-eligible Urban Areas. The program is designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as State and local government agencies.
The Port Security Grant Program (PSGP) provides funding for transportation infrastructure security activities to implement Area Maritime Transportation Security Plans and facility security plans among port authorities, facility operators, and State and local government agencies required to provide port security services.
The Transit Security Grant Program (TSGP) provides funding to the Nation’s High-Threat Urban Areas for enhancement of security measures at critical transit infrastructure including bus, ferry, and rail systems.
