Annual African American History Month Celebration in Essex County

“It is an honor and a privilege to be here today to recognize and celebrate two individuals who have had an impact on my life and career,” said Congressman Donald M. Payne, Jr. “I know that if it weren’t for people like my father, Philip Thigpen and Larrie West Stalks who did what they did many years ago, I would not have been able to achieve what I have achieved and serve in this capacity today. I know that I stand on their shoulders,” he added.
